“冰上丝绸之路”倡议：动因、支点与前景

Abstract:In recent years，the melting of ice and snow in the Arctic has accelerated，making it possible for large-scale energy development and normalized waterway access.Under the linkage of political trust，strategic interests，economic appeal，international environment and geopolitical factors，China and Russia have jointly promoted the “Ice Silk Road” initiative，whereby energy cooperation and waterway development support the overall initiative astwo wings of the strategic fulcrum.At the same time，this initiative is also subject to geopolitical and other risks，and it needs to do solid workin broadening international cooperation.This article analyzes the motivations，fulcrum，and prospects of the initiative，and facilitates China's development of the Arctic strategy “trinity” of silkroad diplomacy，energy cooperation and polar development，so that the concept of human destiny community can take root in Arctic governance.
