Abstract:Under the background of the continuous expansion of the global digital economy and China’s active promotion of the construction of digital China，Shanghai has already taken the leading position in the digital transformation of domestic cities. Shanghai is the vanguard of the development of the domestic digital economy，and is accelerating its development of the digital economy to lead and support by innovation. From the perspective of development level，the digital industry has the highest level of development in all areas of the digital economy in Shanghai，followed by digital infrastructure，digital innovation and digital governance. From the perspective of contribution，the digital innovation factor has the greatest contribution to the development of Shanghai’s digital economy. The Shanghai Municipal Government plays a very important role in the development of Shanghai’s digital economy. It has introduced various legal policies in a timely manner around big data，cloud computing，e-commerce，artificial intelligence，digital trading，digital infrastructure and smart cities through government project construction and development to promote the development of the digital economy.
