As the capital，Beijing is economically developed and has a high degree of openness. The level of foreign investment and international management capacity of enterprises are in a rising period. Beijing has entered a new stage of continuous transformation and innovation of foreign investment cooperation and continuous transformation and innovation of foreign investment model. In order to strengthen the top-level design and guidance，to achieve the innovation and high-quality development of Beijing’s foreign investment cooperation mode in the new era，will expand the depth and extent of Beijing’s integration into “the Belt and Road” construction，improve the influence of the enterprise in the global value chain and strengthen the voice of the enterprise’s control force，It is necessary to make a systematic analysis of the key tasks and safeguard measures of Beijing’s foreign investment. In this paper，we should strengthen the capacity-building of international service，the construction of external economic cooperation platform，and the mode of external investment cooperation as the key task to promote the foreign investment in Beijing，and from the organization system，the overseas operation of the enterprise and the foreign investment cooperation，To guard against financial risks and to ban the dispatch of illegal labor services Start with five aspects to ensure the smooth implementation of key tasks.
