Abstract:From 2022 to 2023，China-Russian relationship continues to develop steadily. China-U.S. relations see an atmosphere of détente，but remain at a low level. U.S.-Russian relationship is facing a serious crisis. China-Europe relations will encounter difficulties，but there will still be room for cooperation. Russian-European antagonism is still intensify. The U.S.-European trans-Atlantic alliance cooperates closely，but the voices of rationality in European countries raises. The international pattern is influenced by states’ capacity and strategic relations. When there is no significant increase or decrease in states capacity in the short term，changes in the strategic relations among the major powers are playing an increasingly prominent role in the changes in the international pattern. In the situation where the strategic competition between China and the United States intensifies，the Ukrainian crisis escalates，the “great power competition” in international relations become more obvious. The development trend of “the rise of the east and the decline of the west” coexists with the reality of “the strong West and the weak East” in the international pattern.
